Sat>IP skip tuning if already tuned

Do not give a TUNE command when we are already tuned the channel.
This avoids the "Sequence error" messsages indicating RTP packet
loss that occur after a tuning to a channel.
Add elaborate message when the UDP packet buffer size is too small.
