If anyone has interest and bandwidth I'd appreciate code review and test help for the Windows support part of the SOLR-11233 changes.
https://github.com/apache/lucene-solr/pull/2284 includes a draft bin/solr.cmd change and https://issues.apache.org/jira/browse/SOLR-11233 includes the steps I used for local bin/solr testing.
