Use HVR-1600 to convert NTSC analog to PAL MPEG-2 for DVD?
I'm converting some old NTSC analog camcorder recordings to DVD and am planning on making DVDs for friends & family in both the US and Poland. Maybe the Polish friends can play back NTSC DVDs, but maybe they can't. So I thought I'd send them both NTSC and PAL format DVDs. I'm wondering if it's possible to capture NTSC analog video and configure the HVR-1600's hardware encoder to output PAL MPEG-2 (720x576 at 25 fps). Or, am I better off using ffmpeg to convert NTSC MPEG-2 (720x480 at 29.97 fps) to PAL?

The CX23418 MPEG encoder cannot do image reformatting nor transcoding.

You must use an external program such as ffmpeg.
