if you look at the commit

gpg: New options import-drop-uids and export-drop-uids.

These options are required for experiments with changes to the
keyserver infrastructure.

you can see that they are used for experiments and part of the master
branch. It is unlikley that they will be backported to 2.2 and they may
even be removed from master. master is not released software and thus
there is no guarantee for a stable API.
