Step 1.. understand that it's not a class C. It's a /24 prefix in legacy
"Class A" address space.

I also wonder why:...

# iptables -v -A INPUT -s 5.34.207.0/24 -j REJECT

(or similar) has not been suggested.

Just update to Exim 4.96 and the block is working.
