Possible fix
./runtest 998
.... snip ...
Will run 1 tests between 998 and 998 for flavour openssl_1_1_1
Use of uninitialized value $1 in concatenation (.) or string at ./runtest line
4075.
Omitting tests in 0998-DSN-info (missing feature _HAVE_DSN_INFO)
