Yup, 1760 only deals with overlength body lines; there's no header handling.
We need new facilities for that, either dropping, truncating or trying to
meaningfully edit headers. Specifically for References: we could try to
drop all but the last ref (which should be the most recent).

Rather than discarding all the references except the last -- which will mess up
the threading if some messages are missing, would it not be wiser to follow the
NetNews scheme (rfc5537) and avoid discarding the first and the last two (which
if they are not outrageously long) should allow space for a new reference.
