I hadn't realised that apache renders php content for browsers. This finally dawned on me, and with php** and apache2 installed and both apparently functioning when tested trivially individually, I uninstalled some php modules. Eureka events began to occur on removing php5-cgi and especially php5-fpm, and index.php at last made sense.
