You are using a T release and that is not really recommended unless
you have to, but I don't think this issue is related to that. I am
not experienced with this error message at all, but I would recommend
you verify you do not have any messed up commands in your config.
Specifically I would say look at your modemcap and the line configs.

Sorry if this is not very specific, I hope this was enough help to
get you in the right direction.

This is CSCdz17325, fixed in 12.2(13.4)T (hence in 12.2(15)T.)
This is purely cosmetic, and I would not consider it to be a good
reason to change IOS.

Yes it is a bug...CSCdz17325. Fixed in 12.2(13.4)T and later.
