Appears that is still an issue, I get the errors:
undefined reference to `TLSv1_1_client_method'
undefined reference to `TLSv1_2_client_method'

Make sure their libs are in use by the system in the session where you want to compile httpd to use them.
That is,
export LD_LIBRARY_PATH="/path/to/openssl-1.1.1t/lib"
prior to the configure and make steps.
