Apache 2.4 index.html and <Location> - http vs https?
Hello, Apache users.

Debian 11 and Apache 2.4
I created two identical "website.com.conf" files, copied from a working 2.2 setup.

Set the name of copy 1 as "website.com.conf"
Set the name of copy 2 as "website.com-ssl.conf" and added ssl block for https.
Exact same folder paths.
Created CERBOT files as has been done on many other sites on this server.

http://website.com  goes to folder listing of the empty www directory; No problem.
https://webiste.com gives "Forbidden. You don't have permission to access this resource."

ERRORS found in verbose LOG are:

AH01276: Cannot serve directory /home/ky4life/www/: No matching DirectoryIndex
(index.html,index.cgi,index.pl,index.php,index.xhtml,index.htm) found, and
server-generated directory index forbidden by Options directive,  and

AH01626: authorization result of <RequireAny>: denied.

The problems are fixed by creating an index.html file and adding
<Location />
Require all granted
</ Location>

Why?
Why is index.html required and server generated index forbidden in https but not in http?  and
Why is <Location /> required in https but not in http?
