Many people agree with you. The problem is really that nobody configures their
browser correctly. If you can read english, you should have "en" in your
Accept-Language header.

In Apache 2.0, the configuration you want is available
through the ForceLanguagePriority directive. In Apache 1.3, there are
work-arounds available to implement something similar. See:
